Meine Frage ist: Gibt es ein Programm mit dem ich Icon Bibliotheken (.dll) erstellen kann?
Wenn ja, welche gibt es und wo bekomme ich diese.

so ein Programm heisst z.b Visual C++

Dort kannst du Dll-Projekt auswählen, dann "Symbole exportieren", Icons einfügen und fertig
